An independent legal entity with over three years of experience in the manufacturing of heating tubes for the fermentation industry; at least three fermentation project performance contracts that have been concluded within the past two years. 2. Have fully autonomous production lines that correspond to the heating tube type of the bid; the tenderer prohibits third-party OEM outsourcing without prior written confirmation. 3. Maintain comprehensive environmental compliance certificates for the disposal of hazardous waste, with a particular emphasis on the production of PFA fluoroplastic waste and titanium fluorine-containing waste. 4. The assignment of authorised professional technical engineers for on-site installation guidance, equipment commissioning, and operator training will be accompanied by the provision of corresponding industry training certificates. Chapter 2: Separate Mandatory Technical Requirements by Heating Tube Type ### 2.1 Technical Specification for 316L Stainless Steel Heating Tubes #### 2.1.1 Raw Material Standard Base Pipe: Seamless 316L stainless steel tube; provide original mill test certificate (MTC) and batch spectral component analysis report. The welding wire must be compatible with the 316L base material. Mixed carbon steel accessories are prohibited; all flanges, connecting pipelines, and pipe fittings must be made of homogeneous 316L stainless steel. For long-term fermentation operations, it is prohibited to use ordinary rubber gaskets or food-grade PTFE gaskets as sealing gaskets. Local wall thinning that exceeds 10% of the nominal thickness is rejected, with a wall thickness tolerance of ±5%. #### 2.1.2 Welding and Processing Standards 1. To prevent internal oxidation and intergranular corrosion, all butt and branch welds are subjected to full argon back protection welding. 2. To achieve a smooth arc transition devoid of pits, undercuts, cracks, and black oxide layers, complete mechanical polishing is performed post-weld. 3. Isolated from carbon steel processing areas to prevent cross-contamination, a dedicated stainless steel processing workshop. #### 2.1.3 Performance Index Mandatory Limits - The safe surface power density range is 1.0–1.5 W/cm², and the PLC power upper limit locking function is required. - Hydraulic tightness test: Maintain 1.2 times the design pressure for 30 minutes without any pressure drop, seepage, or sweating. - Alkali cleaning interlock threshold: Automatic heating power cut-off and dual sound-light alarm at 60℃ alkaline liquid Temperature. - The minimum standard for tube bundle installation inclination is 12°. The auxiliary exhaust branch must be reserved at the highest point of each group of heating tubes. #### 2.1.4 Supporting Complete Set Delivery Scope The tube bundle main body, matched stainless steel flanges, PTFE isolation gaskets, exhaust branch pipe fittings, offline passivation auxiliary brackets, ultrasonic wall thickness test auxiliary fixtures, alkali temperature interlock sensors, installation drawings, operation maintenance manuals, and a full set of test and raw material certificates are included. #### 2.2 Technical Specification for Grade 2 Pure Titanium Heating Tubes #### 2.2.1 Raw Material Standard Base pipe: Grade 2 seamless pure titanium tube; provide certificate of titanium ingot factory inspection and metal composition test report. It is necessary to have a separate dry raw material warehouse that is free of fluorine. Raw materials must not come into contact with any fluoride compounds. Nylon slings for hoisting are standard delivery items, and all contact isolation accessories are food-grade thickened PTFE products. #### 2.2.2 Welding and Processing Standards 1. Separated from carbon steel cutting and welding equipment to prevent iron impurity cross-contamination, the titanium processing workshop is an independent, dedicated facility. 2. Soft, non-metallic polishing tools are employed to prevent deep scratches on the pipe surface, and high-purity argon full-shield welding is employed to prevent weld overheating discolouration. 3. PTFE materials must be used to encapsulate all fixtures that come into contact with semi-finished titanium products. Finished products must not contain fluoride release agent residues or milky white etching traces. #### 2.2.3 Performance Index Mandatory Limits - The surface electrochemical potential of the finished tube bundle must be within the qualified standard range as determined by a 100% full scanning inspection. - Hydraulic tightness test: Maintain a pressure of 1.2 times the design pressure for 30 minutes without any leakage. - CIP aeration linkage requirement: The aeration device must be automatically initiated during the cleansing process to ensure that the dissolved oxygen level in the circulating water is at least 8 mg/L. The fluoride feeding pipeline is equipped with a dual mechanical interlock that will initiate a complete shutdown of the heating system and the feeding process upon the detection of fluoride. #### 2.2.4 Delivery Supporting the Complete Set Scope Pure titanium tube bundle, integral PTFE isolation sleeves and flange gaskets, nylon hoisting slings, CIP aeration assembly, fluoride online sampling detection interface components, potential testing auxiliary tools, installation and transformation construction drawings, passivation operation guidance documents, full batch inspection data, and raw material certificates. ### 2.3 Technical Specification for Quartz Anti-Corrosion Heating Tubes #### 2.3.1 Raw Material Standard High-purity fused quartz ingot is the raw material; a report of impurity component testing is required. To prevent hard particle scratch damage, raw material storage is conducted in a dust-free, constant-temperature dry warehouse. Independent batch number traceability records are maintained for each quartz ingot. #### 2.3.2 Processing Standards 1. After thread processing and cutting, the quartz tube undergoes a constant-temperature stress relief treatment to alleviate internal thermal stress. 2. In order to prevent thread edge chipping and concealed microcracks, diamond soft cutting instruments are employed during thread processing. 3. The finished products will be individually packaged in shockproof wooden cases that are lined with soft foam filling and wrapped in thick bubble wrap. #### 2.3.3 Performance Index Mandatory Limits 1. The finished products are unconditionally rejected if they exhibit internal bubbles, penetrating microcracks, or surface frosting, as determined by a 100% light transmission inspection. 2. The PLC hard limit interlock is used to regulate the power density below 0.6 W/cm², and the heating rate is restricted to ≤0.4℃/min. 3. Alkali pipeline mechanical hard interlock: If the interlock fails to prevent alkaline liquid from entering the quartz heating loop, an alarm will be triggered and the alkali supply valve will be automatically closed. 4. Circulating pump flow velocity control is maintained at a rate of ≤0.6 m/s to mitigate liquid impact vibration. 5. Low-pressure water tightness test: Continuous circulation for 20 minutes without leakage at the thread sealing positions. #### 2.3.4 Supporting Complete Set Delivery Scope The kit includes a single quartz tube bundle, multi-layer thick rubber shock absorption gaskets, plastic thread soft protective caps, light transmission crack inspection tools, anti-cut fragment sealed storage barrels, alkali pipeline interlock valve components, constant-temperature heating controller, installation anti-vibration transformation guidance manual, full light transmission inspection photos and raw material test reports. ### 2.4 Technical Specification for PFA Coated Heaters #### 2.4.1 Raw Material Standard Base pipe: Seamless carbon steel pipe with uniform wall thickness; food-grade integral moulding PFA fluoroplastic coating raw materials, provide documentation for coating thickness and high-temperature resistance test certificates. The delivery of secondary patch repair coating products is entirely prohibited. High-temperature heat sources and strong oxidant storage areas must be isolated from the fluoroplastic raw material warehouse. #### 2.4.2 Standards for Coating Processing 1. A fully automated pre-treatment production line is utilised to ensure the adhesion of the coating by removing substrate corrosion, degreasing, and activating the surface. 2. No secondary repair required; uniform coating thickness without pinholes, blisters, or irregular thickness; one-time integral coating moulding process. 3. In order to prevent premature ageing and internal stress in the coating, the curing temperature is meticulously monitored in batches. Soft plastic materials are employed in all conveying fixtures to prevent scratches on the uncured coating surface. #### 2.4.3 Performance Index Mandatory Limits 1. Automatic power-off protection at 95℃ medium temperature: Long-term safe operating temperature upper limit interlock. 2. Mandatory post-high-temperature cleaning is a 40-minute slow cooling program that cannot be avoided manually. 3. The pipeline front-end multi-stage precision solid particle filter is designed to intercept hard abrasive impurities as a standard. 4. Finished products with penetrating scratches that expose the metal substrate are rejected; coating adhesion sampling peel test without large-area flaking off the substrate.. #### 2.4.4 Supporting Complete Set Delivery Scope The following items are included in the delivery scope: the main body of the PFA-coated heater, the temperature interlock controller, the slow cooling program linkage module, the solid particle pre-filter and filter cartridges, the soft plastic overhaul tools, the plastic sealing plugs for pipeline ports, the installation debugging drawings, the coating thickness inspection data, the raw material food-grade certification, and the ageing simulation test reports. ### Chapter 3: Unified Incoming Acceptance Test Clauses That Apply to All Types 1. The static hydraulic tightness test is a mandatory full-batch sampling inspection item, with a sampling ratio of at least 10% for each delivery batch. 2. All core performance interlock functions (alkali temperature, fluoride detection, temperature limit, alkali pipeline isolation) must undergo a simulation test that is observed by the tenderer's engineer upon their arrival. 3. Total visual inspection of the tube bundle surface for defects; all test photographs must be captured and stored as supporting documents for the GMP audit. 4. If the key index is not accepted after two reworks, the entire sample will be returned, and the bidder will be responsible for the tenderer's transportation, testing, and production delay losses. 5. Static acceptance passes are followed by a continuous full-load medium heating trial run for a minimum of two production batches. The final acceptance pass condition is stable operation without abnormal alarms. Matching Technical Requirements for Installation and Retrofit in Chapter 4 1. The bidder is required to furnish comprehensive technical disclosure documents and on-site construction guidance, as well as to elucidate the standardised specifications for pipeline connection, isolation laying, welding, and hoisting operations. 2. All transformations that support electrical control interlock signal interfaces must be compatible with the tenderer's current factory PLC and CIP automatic cleaning system, without the tenderer incurring any additional transformation costs. 3. The delivery technical documents must include a layout plan for the reserved refurbishment space to facilitate future offline inspection, disassembly, and maintenance. 4. The bidder is required to conduct a comprehensive set of post-construction acceptance tests and submit bound acceptance test reports to the tenderer's equipment management department for submission after the installation and renovation phases have been completed. ## Chapter 5 Mandatory Clauses for After-Sales Service and Warranty 1. The standard warranty period is as follows: 12 months for 316L stainless steel, 18 months for pure titanium, 6 months for quartz (excluding damage caused by thermal shock, vibration, and alkali misoperation), and 9 months for PFA-coated heaters (excluding coating damage from over-temperature and abrasive particle scouring). 2. The bidder is responsible for compensating all fermentation batch loss and stoppage loss that result from quality defects caused by raw materials and processing technology within the warranty period. Additionally, free replacement and rework are provided. 3. Spare parts supply commitment: Ensure a consistent supply of matched isolation gaskets, sensors, damping accessories, and filter cartridges for a minimum of 10 years following delivery. The price of the spare parts unit shall not exceed the bid price of the same batch of supporting accessories. 4. Prompt on-site response: Arrange for professional engineers to arrive at the production site for troubleshooting and rectification within 24 hours of receiving a failure notice for domestic projects. 5. Free training service: Offer a one-time on-site training session for maintenance technicians and equipment operators that covers the execution of preventive maintenance plans, routine maintenance, fault judgement, and daily patrol. ## Chapter 6 GMP Complete Document Delivery Mandatory Requirements The bidder is required to provide the complete archive documents in both paper and electronic dual-version following the delivery and acceptance of the documents. These documents will encompass the following: 1. Raw material factory certificates, batch component test reports, and production batch traceability records; 2. Workshop environmental management records, welder/operator qualification certificates, and whole-process processing production logs; 3. Full finished product inspection data, test photos, hydraulic pressure, interlock linkage, and performance trial run reports; 4. Installation transformation construction records, interlock debugging data, and post-installation acceptance test forms; 5. Operation maintenance standard operating procedures (SOP), annual preventive maintenance plan templates, and fault troubleshooting manuals; 6. Disposing of disposal guidance documents, hazardous waste transfer standard procedures, and full-life-cycle cost accounting reference forms. In order to satisfy the regular audit traceability requirements of GMP, all documents must be retained for a minimum of five years following the scrapping of equipment. ## Chapter 7 Penalty and Liability Clauses for Non-Compliance 1. The tenderer has the right to unconditionally reject the entire batch, deduct all quality retention money, and claim liquidated damages equal to 20% of the contract amount. This includes material substitution, processing cutting corners, and false inspection data. 2. In the event that the supporting accessories and GMP documents are not delivered in their entirety as specified, the balance payment will be postponed until all supplementary materials have been fully delivered. The liquidated damages for delayed delivery will be calculated at 0.5% of the contract amount per day. 3. Failure to fulfilll the on-site after-sales response and free training obligations as agreed: The tenderer reserves the right to cancel subsequent annual framework cooperation bidding qualification and deduct 5% of the contract amount as liquidated damages. 4. The bidder is responsible for the economic compensation of all raw material loss, labour loss, and production delay that result from quality defects within the warranty period that result in production shutdown and medium scrapping. This is proven by the tenderer's production statistical statements. ## Chapter 8 Supplementary Agreement 1. The commercial tendering clauses shall be superseded by all technical standards specified in this attachment; any oral commitment by the bidder that lacks a written supplementary signature is considered invalid. 2. Should the products fail to meet the standard, the tenderer reserves the right to arrange for random sampling re-inspection of the finished products by third-party professional testing institutions at any time before and after delivery. The bidder is responsible for all testing costs. 3. The bidder is required to submit targeted optimised operation maintenance schemes as supplementary tendering technical documents separately for special working condition projects, such as 24-hour continuous full-load production, high chloride, and fluoride-containing medium.
